Implementing medicines frameworks

A checklist has been developed to support the NHS in implementing new frameworks for medicines.

Supporting local implementation

The Patent Schedule is produced by the Contract Delivery and Optimisation Group to provide trusts with visibility of molecules being monitored for loss of exclusivity. It also details planned Medicines Procurement and Supply Chain (MPSC) patent expiry or transition frameworks to support forward planning of financial savings opportunities. Further planning support is provided for key molecules through monthly regional pharmacy procurement updates and resources published on the SPS website.

SPS procurement has developed an implementation checklist to support trusts with planning and mobilising new frameworks or medicines not identified as key molecules.

Trusts and integrated care boards (ICBs) will have established local processes in place to plan for MPSC frameworks. However, organisations may wish to adopt this checklist approach to:

  • identify early any obstacles to framework implementation
  • coordinate clinical engagement
  • support discussions with commercial providers
  • assure local processes.

Using the implementation checklist

This checklist is an Excel spreadsheet that you can download and amend.

It is organised into four sections, each on a separate tab.

Summary

This tab shows an overview of progress within the checklist. It automatically updates when you record completion dates in other tabs.

Pre Award

This tab describes planning activities in two time periods:

  • 6-months pre-award (early engagement)
  • 3-months pre-award.

The activities include initial scoping, how and where a medicine is used within the trust, and starting discussions with clinical teams and other stakeholders around the upcoming change.

Post Award

This tab covers the mobilisation activities required once details of the MPSC framework awards are known. This includes setting up pharmacy systems and finalising necessary communications.

Go Live

The last tab includes activities for completion once the framework has started.
